Introduce in the Constitution a balanced budget obligation

Ensure that Government finances are consistently sustainable with no exception. We will begin to concretely reduce the national debt, thus reducing the burden of interests. The Constitution shall be amended to include the obligation to keep the budget in line with the requirements of the EU Stability and Growth Pact. This will ensure that future governments are bound by the obligation to keep the country’s finances on a sound basis.

Points

Tying oneself up in knots in politics is not a good thing especially if one is dealing with exceptional circumstances. If Malta experiences an oil spill around our shores, or an earthquake, the financial fallout will be massive. In certain years one might need to exceed the budget marginally. Speaking of a constitutionally imposed balanced budget does not make sense.
